<br />DRAFT <br /> <br />June 29, 2007 <br /> <br />Jim Cunradi, Project Manager <br />AC Transit <br />1600 Franklin Street <br />Oakland, CA 94612 <br /> <br />RE: Comments on East Bay Bus Rapid Transit (BRT) Project, Draft Environmental <br />Impact Statement/Draft Environmental Impact Report, May 2007 <br /> <br />Dear Mr. Cunradi: <br /> <br />The City of San Leandro appreciates this opportunity to comment on the AC Transit East Bay <br />Bus Rapid Transit Project Draft Environmental Impact StatementlEnvironmental Impact <br />Report (DEIS/EIR). San Leandro and AC Transit were co-applicants in the Metropolitan <br />Transportation Commission (MTC) grant for the Downtown San Leandro Transit-Oriented <br />Development (TOD) Strategy. This collaborative effort has resulted in a comprehensive and <br />positive vision for increased transit ridership in the Downtown San Leandro Transit-Oriented <br />Development area. San Leandro appreciates the collaboration that AC Transit offered during <br />the preparation of the Public Draft TOD Strategy. We also appreciated the opportunity to <br />participate in the Major Investment Study (MIS), in which we provided general support of Bus <br />Rapid Transit. <br /> <br />The City of San Leandro has carefully reviewed the DEISIEIR and is pleased to extend our <br />support of either Alternative 2 or 4. We will defer to the AC Transit Board of Directors in <br />determining between Alternatives 2 and 4, recognizing a great many other considerations, <br />including capital costs, operating costs, increased ridership possibilities, new transit trips and <br />annualized cost per new transit trip. However, the City of San Leandro cannot support <br />Alternatives 1 and 3 due to impacts related to numerous plmmed infrastructure improvements <br />on E. 14th Street, Level of Service (LOS) impacts, traffic/circulation, parking, land use and <br />cumulative impacts. <br />
