<br />CITY OF SAN LEANDRO <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />ST AFF REPORT <br /> <br />DATE: <br /> <br />July 30,2007 <br /> <br /> <br />FROM: <br /> <br />John Jennanis, City Manager <br /> <br />Luke Sims, Community Development Directo~ <br /> <br />Kathleen Livennore, Interim Planning Manager <br /> <br />TO: <br /> <br />BY: <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT (CSA) <br />BETWEEN THE CITY OF SAN LEANDRO AND EIP ASSOCIATES, A DIVISION OF <br />PBS&J RELATED TO PREPARING THE ENVIRONMENTAL IMPACT REPORT (EIR) <br />FOR THE ICI DEVELOPMENT COMP ANY RETAIL AND MIXED-USE RESIDENTIAL <br />DEVELOPMENT IN SAN LEANDRO IN AN AMOUNT NOT TO EXCEED $487,614 (COST <br />TO BE REIMBURSED IN ITS ENTIRETY BY ICI DEVELOPMENT COMPANY) <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council approve a contractual services agreement with EIP <br />Associates, a Division of PBS&J, for an amount not to exceed $487,614 to prepare the <br />Environmental Impact Report for the ICI Retail and Mixed-Use Residential Development Project <br />in San Leandro. <br /> <br />BACKGROUND <br /> <br />The City of San Leandro has received pre-application materials from ICI Development Company <br />indicating their plans to build a proposed 375,000 square foot retail project (consisting of large <br />format stores, multi-tenant retail uses, restaurants, soft goods, and service-oriented retailers) and <br />a mixed-use residential project (consisting of up to 250 one- and two-bedroom residential units <br />and 25,000 square feet of retail) on the northern 30 acres of a 65-acre site (the "Retail Project"). <br />The site is located near Interstate 880 (1-880) and Marina Boulevard. <br /> <br />No specific development has been proposed for the southern 35 acres of the site. Options for this <br />portion of the site include up to 865,000 square feet of medical uses potentially developed by <br />Kaiser Foundation Hospitals (including medical office buildings and a 263-bed hospital) or an <br />additional 300,000 square feet of retail uses and 539 one- and two-bedroom apartments proposed <br />by rCI. Potential development of the site with the ICI development and the medical uses would <br />require a General Plan and Zoning Code amendment. <br />
