CITY OF SAN LEANDRO
REDEVELOPMENT AGENCY
STAFF REPORT

APPROVED AND FORWARDED
TO REDEVELOPMENT AGENCY

DATE:

September 4, 2007

FROM:

John Jemlanis, Executive Director
Redevelopment Agency

Luke Sims, Intelim Community Development Directo~

TO:

BY:

Tom Liao, Housing/CDBG Manager

1l....---

SUBJECTPROJECT/PROJECT DESCRIPTION

RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO
APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH BAY AREA HOMEBUYER
AGENCY TO ADMINISTER THE FIRST TIME HOMEBUYER AND INCLUSIONARY
OWNERSHIP ROUSING PROGRAMS FOR FY 2007-08

SUMMARY AND RECOMMENDATION
The administration of the Inclusionary Ownership Housing (lOH) Program has grown since its
inception as additional participants have entered the program with the construction of
inclusionary units. The IOH Program is a component of the City's Inclusionary Housing
Ordinance, which the City approved in December 2004. In order to streamline administration of
the existing lOR and First Time Homebuyer (FTHB) Programs, it would be more efficient to
integrate administration of both these City homeownership programs. The Bay Area Homebuyer
Agency (BAHBA) is a joint powers authority that is highly experienced in administering public
first time homebuyer and inclusionary/below market rate ownership housing programs
regionally.

Staff recommends that the Redevelopment Agency adopt the resolution approving a contractual
services agreement with Bay Area Homebuyer Agency to administer the First Time Homebuyer
and lnclusionary Ownership Housing Programs for FY 2007-08.

BACKGROUND

In the course of implementing and administering the City's Inclusionary Housing Ordinance
since its passage in 2004, City staff has provided developers ofresidentiaI ownership projects
with extensive technical assistance on marketing and finding income eligible homebuyers.
Maintenance of the City Wait List for ongoing eligibility and qualifications requires greater
technical expertise, time and staffing capacity than existing City Housing Services Division staff
