HEATHORN, DOLORES E. HEATHORN, EDWARD W. <br />HEATHORN AND WENDY C. HEATHORN <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends adoption of a resolution approving Parcel Map 9175 subject to the Conditions <br />of Approval listed in Exhibit "A" attached to the resolution. <br /> <br />BACKGROUND <br /> <br />The subject property once operated as a food processing facility. In 1992, the Redevelopment <br />Agency of San Leandro (RDA) approved an Owner Participation Agreement for this site, which <br />allowed the previous owner, Farm Foods, to operate a sausage production facility. In 1995, the <br />RDA adopted stricter development requirements for the east side of Beecher Street, limiting the <br />facility to retail use. Sometime later, N.V. Heathom purchased the property for light industrial <br />use. The proposed use was inconsistent with the 1995 Development Standards, however after <br />careful consideration, it was determined that the conversion to a retail facility would not be <br />feasible. The RDA allowed the facility to operate as a light industrial use with certain conditions <br />as approved by Resolution No. 98-12 on August 3, 1998, and the property continues to operate <br />as a light industrial use facility. <br /> <br />Analysis <br /> <br />The subject property is located at 1159 and 1155 Beecher Street, which consists of <br />approximately 2.2904 acres, with three existing buildings that currently operate as light industrial <br />manufacturing. Parcel Map 9175 proposes to subdivide the existing lot into three parcels, with <br />one building on each parcel to create separate ownership. Currently, there are underground <br />facilities that are used by all three buildings. Therefore, the applicant will supply a specialized <br />blanket easement for existing onsite underground infrastructure among the proposed properties. <br />The Conditions of Approval for the parcel map will also require the properties to be managed as <br />a coordinated facility by means of an operational maintenance agreement.
