Overview of New 2007 Building and Fire Code Adoption Process <br />City Manager Jermanis explained that every three years the State adopts new building codes <br />to reflect changes in building practices. Following State adoption of the code, cities are able <br />to make minor adjustments, such as San Leandro's adjustment to require metal drain, waste <br />and vent pipes, not PVC. Manager Jermanis then introduced Chief Building Official Schock <br />who provided background on the blending of the three model codes over the past 10 years <br />into one comprehensive code, the International Building Code. Manager Schock explained <br />that the latest version has been adopted by the State and published in late July. Cities are <br />required to adopt it and enforce the new code beginning January 1, 2008. The new codes <br />include several changes for residential construction, such as a decrease in the rise and run of <br />stairs from 8 inches to 7 3/4 inches and the elimination of the second exit from the third floor. <br />Cities can make reasonable necessary changes based on local climatic, geological and <br />topographic conditions. He further reported that the City Council will receive comprehensive <br />documentation for the October 1, 2007 City Council meeting to repeal and reenact the <br />existing construction codes (building, plumbing, mechanical, electrical, fire). The Building <br />and Fire codes will be based on the new international codes. <br />
