THE PROPOSED <br />TWO NEW HOMES ON THE WESTERLY HALF OF THE SITE WOULD BE TWO - <br />STORIES TALL. LEUNG, V <br />POWER DESIGN (APPLICANT AND PROPERTY OWNER). <br />SUMMARY AND RECOMMENDATION <br />The property owner proposes to develop an underutilized property at the north side of Callan <br />Avenue, across the street from the main library, with a planned development comprising three <br />new single-family homes. The existing duplex along the front of the property would be retained. <br />The subject property is just east of the City's Downtown Plaza Shopping Center. <br />At its October 11, 2007 meeting, the Planning Commission recommended approval of the <br />Rezone and Planned Development, subject to the recommended conditions to the City Council. <br />Recommendation: <br />The Planning Commission and staff recommend that the City Council approve the following: <br />1. Find that the Rezone and Planned Development is Categorically Exempt from CEQA <br />pursuant to Sections 15303 (b) and 15332. <br />2. An Ordinance to rezone the property from RM- 18 00 Residential Multi -Family District to <br />RM -2500 (PD) Residential Multi -Family, Planned Development Overlay District. <br />
