Jermanis <br />C~anager <br />Engineering and Transpartatio Department <br />Tara Peterson, Administrative 'Services Manag <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A REAL <br />PROPERTY AGREEMENT FOR PROPERTY REQUIRED FOR THE WATER POLLUTION <br />CONTROL PLANT EXPANSION PROJECT, PROJECT NO. 07-593-52-227 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a resolution authorizing the City Manager to execute a real <br />property agreement for the property needed for the Water Pollution Control Plant Expansion <br />project. <br />BACKGROUND <br />In 2005, a systems report was prepared to analyze the current and future needs of the City's <br />Water Pollution Control Plant. The report identified a variety of improvement projects needed to <br />replace, increase capacity, andlor improve system redundancy and reliability. Failure of the <br />aging system would create a strain on the existing process and potentially lead to effluent leaving <br />the facility that does not meet industry and regulatory standards. <br />The existing plant property is severely congested, and does not have sufficient space to <br />accommodate the proposed facilities or to allow staging the work while maintaining the 24-hour <br />per day operation. Acquisition of the adjacent property will permit the construction of some of <br />the recommended improvements in an area of sufficient size to provide a safe and efficient <br />facility with proper separation from nearby property. <br />The property adjacent to the plant is currently used for the operation of an auto dismantler. The <br />site is commonly known as Bert & Johnnie's and is located at 2550 Davis Street. This site, <br />which fronts Davis Street, serves the six 1 acre sites along Eden Road and contains the buildings <br />used for retail, dismantling and storage purposes. To accommodate the needs of the Water <br />Pollution Control Plant, 0.66 acres of this site is required. <br />Analysis <br />This action will allow the City Manager to execute an agreement if negotiations are successful <br />with the property owner. <br />
