CITY OF SAN LEANDRO <br />REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: March 3, 2008 <br />TO: John Jermanis, City Manager and <br />Executive Director <br />FROM: Luke Sims, Communitvy~Development Director <br />~, ~ _ <br />C~=a `^~ <br />BY: Kathleen Livermor~ arming Manager <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO THE CITY COUNCIL AND <br />REDEVELOPMENT AGENCY <br />Jo Jermanis <br />City anager and Executive <br />Director <br />MATTER OF RESOLUTIONS OF LOCAL SUPPORT FOR APPLICATION OF FUNDS <br />THROUGH THE TRANSIT-ORIENTED DEVELOPMENT (TOD) HOUSING PROGRAM <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council and Redevelopment Agency adopt the resolutions to <br />support the application for funds through the Transit-Oriented Development (TOD) Housing <br />Program. <br />The California Department of Housing and Community Development (HCD) has issued a Notice <br />of Funding Availability for the TOD Housing Program established under the Housing and <br />Emergency Shelter Trust Fund Act of 2006 (Proposition 1 C). <br />The City of San Leandro wishes to submit an application, as a co-applicant with Westlake <br />Development Partners LLC, to obtain from HCD an allocation of TOD Housing Funds in the <br />amount of up to $17 million for the San Leandro Crossings Development at the San Leandro <br />BART Station (on the parking lot on the East side of San Leandro Boulevard and the Westlake <br />property to the West of the BART Station). <br />This program is pursuant to the TOD Implementation Program established by Part 13 of Division <br />31 of the Health and Safety Code, commencing with Section 53560. Pursuant to the statute, <br />HCD is authorized to approve funding allocations, utilizing monies made available by the State <br />Legislature to the TOD Housing Program, subject to the terms and conditions of the statute and <br />the TOD Housing Program Guidelines, as amended by HCD on December 3, 2007. <br />BACKGROUND <br />• In September of 2007, after a 20-month planning effort, the City Council adopted the <br />TOD Strategy, which specifically identified opportunity sites with housing, office and <br />mixed-use development potential. The parcels associated with this grant application are <br />part of Opportunity Site 24 and Site 17. <br />
