John ermanis Ci anager MATTER OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FY 2008-2009 ANNUAL ACTION PLAN SUMMARY AND RECOMMENDATION The 2005-09 Five-Year Housing and Community Development Strategic Plan (Consolidated Plan) identifies the housing and community development needs in San Leandro and outlines the strategies for meeting those needs. The FY 2008-09 Annual Action Plan (Consolidated Action Plan) represents the fourth year of the Five-Year Consolidated Plan and implements the strategies from the Five-Year Plan through the use of Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) funds from the U.S. Department of Housing and Urban Development (HUD), as well as other housing sources such as housing set aside funds from the San Leandro Redevelopment Agency and funds from the Affordable Housing Trust Fund. Staff recommends the City Council hold a public hearing, provide direction to staff on the Annual Action Plan, make the Plan available for public comment for a period of 30 days from March 19 -April 21, 2008, and set a public hearing, for April 21, 2008, to consider final approval of the Plan. BACKGROUND As a CDBG entitlement grantee, the City directly receives CDBG funds from HUD each year. To receive its annual CDBG allocation from HUD, the City must update and submit a Consolidated Action Plan annually to HUD. The City participates in the Alameda County HOME Consortium and must apply to the County to receive its annual share of HOME funding. The Consortium is made up of the County and other Alameda County cities, excluding Berkeley and Oakland. The County serves as the lead
