The FY 2008-09 Annual Action Plan (Consolidated Action <br />Plan) represents the fourth year of the Five-Year Consolidated Plan and implements the <br />strategies from the Five-Year Plan through the use of Community Development Block Grant <br />(CDBG) and Home Investment Partnership (HOME) funds from the U.S. Department of <br />Housing and Urban Development (HUD), as well as other housing sources such as housing set <br />aside funds from the San Leandro Redevelopment Agency and funds from the Affordable <br />Housing Trust Fund. <br />Staff recommends the City Council hold a public hearing, provide direction to staff on the <br />Annual Action Plan, make the Plan available for public comment for a period of 30 days from <br />March 19 -April 21, 2008, and set a public hearing, for April 21, 2008, to consider final <br />approval of the Plan. <br />BACKGROUND <br />As a CDBG entitlement grantee, the City directly receives CDBG funds from HUD each year. <br />To receive its annual CDBG allocation from HUD, the City must update and submit a <br />Consolidated Action Plan annually to HUD. <br />The City participates in the Alameda County HOME Consortium and must apply to the County <br />to receive its annual share of HOME funding. The Consortium is made up of the County and <br />other Alameda County cities, excluding Berkeley and Oakland. The County serves as the lead <br />
