Keith explained the procedures involving <br />encroachments and franchise agreements and explained that the City controls the timing <br />of the work but that the utilities have rights with regard to placing the utilities. He <br />explained that the utilities work with the City to meet City and engineering <br />requirements. Keith introduced representatives from the utilities to make brief <br />presentations. <br />AT&T representative, Jon Stradford briefly discussed the mandatory pole load and GO <br />requirements. He explained that AT&T adheres to guidelines of cable placement. <br />
