CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: May 19, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchemla Udemezue, Di <br />Engineering and Transp <br />BY: Kenneth Joseph, City Engineer <br />~, <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo .Jermanis <br />C' anager <br />RESOLUTION APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. 012-N TO <br />THE MASTER AGREEMENT FOR FEDERAL AID PROJECTS WITH THE STATE OF <br />CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) TO PROVIDE <br />LOCAL MATCH TO FEDERAL FUNDS FOR THE WASHINGTON AVENUE AND <br />ESTABROOK STREET INTERSECTION PROJECT, PROJECT NO. 150-38-283, FEDERAL- <br />AID PROJECT NO. 04-5041R <br />The project reconstructs the traffic signal at the intersection of Washington Avenue and <br />Estabrook Street to improve vehicular and pedestrian safety. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding and obligates the City to provide matching <br />funds and complete the project. <br />BACKGROUND <br />The State of California Department of Transportation (Caltrans), through the Highway Safety <br />Improvement Program (HSIP) approved $419,220 in federal funding for the Washington Avenue <br />and Estabrook Street Intersection Project. The City must commit to a matching fund amount of <br />$4b,580 and assure project completion. <br />Upon the City Council authorizing the City Manager to execute Program Supplement Agreement <br />No. 012-N to the Master Agreement with Caltrans, the Local Assistance staff will proceed to~ <br />make funds available for the design phase of the project. <br />Analysis <br />The Highway Safety Improvement Program (HSIP) funds can be used on any highway/roadway <br />safety improvement project. The Washington Avenue and Estabrook Street intersection has been <br />identified as a High Collision Location due to the existing intersection configuration and <br />features.
