Proposed Owner Participation Agreement for Vila Cereja Restaurant <br />The City Manager described the current status of the plan by Jake Francisco to renovate the <br />former Jake's Lion Restaurant. After completing interior work in late 2004 and 2005, Mr. <br />Francisco had hoped to continue the project with the exterior facade renovations, which <br />originally included aglass-enclosed outdoor dining area adjacent to the new streetscape <br />improvements along MacArthur Boulevard. Unfortunately, the location of some major water <br />lines made the project infeasible. Mr. Francisco had to redesign the facade to eliminate the <br />glass enclosure and simplify the project. With the assistance of Hanson Hom, a new <br />renovation plan was completed and has been submitted to the Building Division for permits. <br />Because of some recent cost estimates, the plan is now undergoing further refinement and <br />"value engineering" to maintain affordability. More than $450,000 has been spent of the <br />project thus far. In the meantime, the incomplete development has caused confusion among <br />his customers and the business has suffered. <br />Staff is recommending that the Redevelopment Agency enter into an Owner Participation <br />Agreement ("OPA") with Jake Francisco to assist in the completion of the exterior <br />improvements. The full-service restaurant serves as a necessary ingredient in the Agency's <br />efforts to reverse physical blight and commercial obsolescence on MacArthur Boulevard. To <br />assist in such efforts, the Redevelopment Advisory Committee has recommended and the <br />Agency has provided for a business assistance reserve to fund needed renovation projects. <br />Staff is recommending an assistance package of $200,000 to be provided by a forgivable loan <br />
