Jermanis <br />Ci anager <br />RESOLUTION ACCEPTING THE WORK FOR THE CITY OF SAN LEANDRO WATER <br />POLLUTION CONTROL PLANT (WPCP) EFFLUENT IRRIGATION PROTECT, PROJECT <br />NO. 06-593-52-219 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends acceptance of the work, fling of the Notice of Completion, and upon <br />completion to the satisfaction of the City Engineer of the one-year maintenance period, hereby <br />authorizes the City Manager to release the Maintenance Bond far the subject project. <br />BACKGROUND <br />The City of San Leandro Water Pollution Control Plant (WPCP) provides secondary treatment <br />for wastewater and then discharges the water into the San Francisco Bay through the East Bay <br />Dischargers Autharity (EBDA) pipeline located near the San Leandro border with San Lorenzo. <br />The transfer pipeline for the treated wastewater is located on Neptune Drive adjacent to the <br />Monarch Bay Golf Course, which currently uses large quantities of high quality potable water <br />from East Bay Municipal Water District (EBMUD) for irrigation. EBMUD can only deliver a <br />f Hite amount of water, which means that finding alternative sources for water is important. <br />In 2006, the State of California approved a grant for 25% of the construction costs for a recycled <br />water facility for the City of San Leandro. The State program recognized that the water supply is <br />limited and has implemented a program to reduce demand on potable water supplies by using <br />recycled water. The result of this project is that the City can now extract water from the <br />discharge line and pump the recycled water to the golf course pond for use in irrigating the <br />fairways instead of using high quality water from EBMUD. <br />A_ nalysis <br />The Contractor, JMB Construction, completed the construction to the satisfaction of the Director <br />of Engineering and Transportation. The pump house is operational and will supply 300 acre feet <br />(98 million gallons) of recycled water per year to the Monarch Bay Golf Course. <br />
