CITY OF SAN LEANDRO
STAFF REPORT
llATE: July 7, 2008
TO: John Jermanis, City Manager
FROM: Uchemla Udemezue, Director
Engineering and Transportati Department
,,ss
1QY: Kenneth Joseph, City Engi~ieer
SUBJECT PROJECT/PROJECT DESCRIP ION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
John ermanis
City nager
RI/SOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH LEACH
MOUNCE ARCHITECTS, RIJLATED TO THE PUBLIC SAFETY BUILDING-
COMMUNICATION CENTER EXPANSION PROJECT, PROJECT NO. 210-18-131
SUMMARY AND RECOMMENDATION
Staff recommends approval of a contractual services agreement with Leach Mounce Architects
iu the amount of $43,610 to provide needs assessment and space analysis services for the subject
project.
I3ACKGROUND
To improve public service by reducing response times to emergency calls made using cellular
telephones, the San Leandro Police Department will directly receive and process cellular 911
calls. Currently, 91 1 calls from cellular telephones are routed to the California Highway Patrol
dispatch center before being re-routed to San Leandro, causing delays in response time.
However, to process these calls, additional staff, workspace and equipment will be required, and
the existing building does not appear to have sufficient room to accommodate the necessary
expansion.
The Public Safety Building was constructed in the late 1960's for the Police Department.
Cw-rently, the building houses the following: records, investigation, traffic, evidence,
administl-ation, an indoor gun firing range, and the detention facility (jail). Changes over the
years, including: an increase in staffing; a more diversified work force; ADA requirements;
technological upgrades; and a heightened awareness of security issues has challenged the
facility, and the Public Safety Building appears to have reached its usable workspace limit.
Before expanding the building to house a new Communication Center to meet the demands of
91 l call processing. the City will perform a needs assessment and space analysis for the entire
Police Department to best plan for its immediate and future needs.
