After review by the City Council Rules and <br />Communications Committee, it has been recommended that an updated list of community <br />organizations, groups, and programs which might benefit from a nominal financial contribution <br />from the Mayor or City Councilmembers be adopted, and that updated Guidelines for the Use of <br />Community Empowerment Funds be adopted as well. <br />BACKGROUND <br />Analysis <br />At the November 19, 2007 City Council meeting, Community Empowerment Funds were <br />adopted for each City Council District and the Mayor's Office, along with Guidelines for the use <br />of those funds. <br />At its June 18, 2008 meeting, the City Council Rules and Communications Committee reviewed <br />recommended changes to the Guidelines for donations of Empowerment Funds, and new <br />eligibility standards for any community organization, group, or program requesting a donation of <br />funds. The Committee also approved a donation request form (attached) which staff has <br />recommended be used for future donations. <br />If adopted by the City Council, the new Guidelines would require that any organization, group, <br />or program requesting a donation of Community Empowerment funds must have been given <br />non-profit status by the Internal Revenue Service, the State Franchise Tax Board, or the <br />California Secretary of State. Additionally, the organization, group, or program must be based in <br />San Leandro. <br />An updated list of City Council Approved Community Empowerment Fund Recipients reflecting <br />the eligibility standards described above has also been prepared for consideration for adoption. <br />
