IN THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2008-021 RDA (3110) <br />A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN <br />LEANDRO APPROVING A COOPERATION AGREEMENT BETWEEN THE <br />REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO AND THE <br />CITY OF SAN LEANDRO FOR THE PURPOSE OF UNDERTAKING <br />REDEVELOPMENT ACTIVITIES WITHIN THE WEST SAN LEANDRO/ <br />MACARTHUR BOULEVARD REDEVELOPMENT PROJECT AREA <br />AT A COST NOT TO EXCEED SIX HUNDRED SEVENTY THOUSAND <br />AND NO/100 DOLLARS ($670,000.00) TO THE REDEVELOPMENT AGENCY <br />WHEREAS, pursuant to Health and Safety Code Sections 33220(A), the City may aid <br />and cooperate with the Agency in the planning, undertaking or operation of redevelopment <br />projects and activities within the West San Leandro/MacArthur Boulevard Redevelopment <br />Project Area ("Project Area") or outside of the Project Area if said projects/activities serve to <br />further redevelopment goals and will be of ultimate benefit to the Project Area; and <br />WHEREAS, California Redevelopment Law at Health and Safety Code Section 33445 <br />provides that a redevelopment agency may, with the consent of the legislative body, pay all or a <br />portion of the cost of the construction of any building, facility, structure, or other improvements <br />that is publicly owned either within or without the project area if it determines all of the <br />following: <br />a. The buildings, facilities, structures, or other improvements are of benefit to the <br />project area or the immediate neighborhood in which the project is located; and <br />b. That no other reasonable means of financing the buildings, facilities, structures, or <br />other improvements are available to the community; and <br />c. That the payment of funds for the cost of buildings, facilities, structures, or other <br />improvements will assist in the elimination of one or more blighting conditions inside the project <br />area; and <br />d. The project is consistent with the Five Year Implementation Plan adopted by the <br />Agency pursuant to Section 33490; and <br />WHEREAS, the City has approved a "Cooperation Agreement" attached as Exhibit "A" <br />and incorporated herein between the Agency and City, the purpose of said Agreement being to <br />allow the City and the Agency to work together on the rehabilitation of portions of Doolittle <br />Drive between the northern City limits and Davis Street, and the design and reconstruction <br />Adams Avenue from Doolittle Drive to Bigge Street (the "Project"); and <br />
