Hollister <br />Interim City Manager <br />Engineering & Transportation Depa ment <br />Tara Peterson, Administrative Servic ,s Man <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PURCHASE AND <br />SALE AGREEMENT FOR THE PROPERTY LOCATED AT 2015 LAURA AVENUE, A <br />COMMERCIAL PROPERTY CURRENTLY OPERATING ILLEGALLY AS A LINEN <br />SERVICE, FOR THE WIDENING OF DAMS STREET, A CONTINUATION OF THE <br />WESTGATE PARKWAY EXTENSION PROJECT, ACTIA NO. 18, AND APPROPRIATING <br />FUND S <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve the resolution authorizing the City Manager to <br />execute the purchase and sale agreement, and any other documents related thereto, necessary to <br />acquire 2015 Laura Avenue for the Davis Street Widening phase of the Westgate Parkway <br />Extension project and to appropriate general fund monies for acquisition. <br />BACKGROUND <br />The Westgate Parkway Extension project is being undertaken to improve traffic circulation on <br />Davis Street in the area of I-880, Timothy Drive and Warden Avenue and is one of the projects <br />funded by the '/z cent sales tax passed by voters in 2000 (Measure B). Phase I of the Westgate <br />Parkway Extension project, extending Westgate Parkway from Williams Street to Davis Street <br />and improving traffic flow from Westgate into the Westgate Shopping Center is complete. Phase <br />II, which is currently in design, will improve traffic circulation in the area in coardination with <br />Alameda County's installation of an HOV lane on I-880 and the reconstruction of the Davis <br />Street overpass. <br />Analysis <br />To accommodate the planned roadway improvements, Davis Street will need to be widened. To <br />accomplish the widening, right of way along Davis Street will be required. Currently, the City is <br />working with the owner of 2015 Laura Avenue, who is interested in selling the property to the <br />
