CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: October 6, 2008 <br />TO: Steve Hollister, Interim City Manager <br />FROM: Luke Sims, Community Development Director <br />BY: Philip Millenbah, Senior Planner ~,~~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND FORWARDED <br />TO CITY COUNCIL <br />~~ <br />teve Hollister <br />Interim City Manager <br />MATTER OF AMENDMENTS TO THE SAN LEANDRO ZONING CODE INCLUDING <br />ARTICLE 6, SECTIONS 2-630, 2-636, 2-638, 2-640, 2-642, 2-644, 2-646, 2-686, AND 2-698 <br />REGARDING ZONING STANDARDS IN THE DA ZONES; ARTICLE 7, AMENDING <br />SECTIONS 2-704, 2-706, 2-708 REGARDING ANIMAL BOARDING AND GOVERNMENT <br />OFFICES IN INDUSTRIAL DISTRICTS; ARTICLE 16, SECTION 4-1646 (B) REGARDING <br />RECYCLING FACILITIES IN THE IP ZONE; ARTICLE 17, SECTION 4-1702 REGARDING <br />MISCELLANEOUS PARKING REQUIREMENTS; AND ARTICLE 25, SECTION 5-2506 <br />REGARDING THE SITE PLAN REVIEW PROCESS. <br />SUMMARY AND RECOMMENDATION <br />Zoning Code amendments are being proposed to clarify and refine language contained in several <br />sections of the San Leandro Zoning Code. These code amendments are part of an effort by the <br />Planning Department to implement changes initiated by the Downtown San Leandro Transit- <br />Oriented Development (TOD) Strategy adoption, as well as to address issues of concern that <br />have come before the Planning Division. <br />Amendments proposed for sections of the San Leandro Zoning Code include: 1) Allowing <br />government offices in the II,, IG, and IP Zones; allowing animal boarding in the IL, IG and IP <br />zones; and allowing for recycling facilities (large collection) as a conditional use in the IP zone. <br />2) Determining the way total number of parking spaces are required by redefining the fractional <br />number as 0.5 spaces as the point where one would round up to the next required space. 3) <br />Addressing `follow-up' items initiated by adoption of the TOD Strategy relative to allowing the <br />density to be the same in lots smaller than 20,000 sq. ft. as it is on lots above 20,000 sq. ft., as <br />long as the smaller lot gets a conditional use permit. <br />Finally, there are new amenities and design criteria that will be included in the Site Plan Review <br />process for any new projects requiring a conditional use permit in the DA zones, and also a new <br />section that allows the Planning Commission to review certain permits previously reviewed by <br />the Board of Zoning Adjustments. <br />
