CITY OF SAN LEANDRO
STAFF REPORT
DATE: January 15, 2009
TO: City Council
FROM: Stephen L. Hollister,'City Manager
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
„ :-~~~
Stephen L. Hollister
City Manager
CITY COUNCIL REVIEW AND SELECTION OF THREE PROJECTS FOR
PRESENTATION TO THE CITY'S CONGRESSIONAL REPRESENTATIVES DURING
THE MARCH NATIONAL LEAGUE OF CITIES CONFERENCE IN WASHINGTON D.C.
FOR INCLUSION IN THE FEDERAL FISCAL YEAR 2010 BUDGET
SUMMARY AND RECOMMENDATION
It is recommended that the City Council choose no more than three projects for presentation to
the City's congressional representatives for inclusion in the Federal FY 2010 Budget.
BACKGROUND
Annually, City Councilmember's travel to Washington, D.C, during the National League of
Cities conference and lobby congressional delegates to include City projects for funding in the
federal budget for the upcoming year. This process, coordinated by the City's Federal Relations
Representative Len Simon, includes meetings with Senators, Representatives and staff with
presentation of written material in support of the City's selected projects. These efforts have
proven successful with recent partially funded projects, including Marina Dredging, East 14tH
Street Improvements, the Davis/880 Interchange and the Senior Center.
This year's funding situation is unique because of the proposed stimulus package and several
other appropriation strategies:
The stimulus package will likely have four components -CDBG based formula
infrastructure funding, transportation (distributed through MTC), energy block grants and
public safety (COPS) funding. The stimulus package will have no earmarks, and will be
distributed either by formula or project merit. We estimate that the City may receive
$1.8 million in CDBG, netting and additional $1 million for infrastructure construction
• FY 2009 Appropriation -Congress passed a continuing resolution and action on FY 2009
"earmarks" has not taken place. Congress may act on these requests or roll directly into
FY 2010 appropriations. The City's requests are Senior Center ($3m), East 14tH Street
Improvements ($3m) and Public Safety Building Expansion ($2.Sm).
