Hollister <br />City Manager <br />BY: Elmer Penaranda, Senior Development Specialist (/" <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />DECLARING THE CITY COUNCIL'S INTENTION TO RE-ESTABLISH THE WEST SAN <br />LEANDRO SHUTTLE BUSINESS IMPROVEMENT DISTRICT AND SETTING A PUBLIC <br />HEARING RELATING THERETO FOR MARCH 16, 2009 <br />SUMMARY AND RECOMMENDATION <br />At the request of the San Leandro Transportation Management Organization (SLTMO) and the <br />BID Advisory Board, it is recommended that the City Council adopt the attached resolution <br />declaring its intention to re-establish the West San Leandro Shuttle Business Improvement <br />District (BID) and to set a Public Hearing for Monday, March 16, 2009, in order to assist in the <br />funding of the West San Leandro Shuttle Service known as the "LINKS Shuttle." <br />The current BID, which partially funds the LINKS Shuttle, will expire on June 30, 2009. The <br />prepared Resolution of Intention (the ROI) is to re-establish the BID at current rates for a five <br />year term. <br />BACKGROUND <br />The LINKS Shuttle was implemented in 2002 to meet a demonstrated need for transit service in <br />the City's western industrial area. The SLTMO was formed by the City in cooperation with the <br />San Leandro Chamber of Commerce Industrial Roundtable, to operate the LINKS Shuttle. The <br />SLTMO manages the LINKS Shuttle program and oversees the activities of the third party shuttle <br />service provider, MV Transportation, Inc. <br />The LINKS Shuttle service consists of a 6.25 mile loop through the central and western areas of <br />San Leandro bounded by Davis Street on the north, Doolittle on the west, Farallon Drive on the <br />south and San Leandro Blvd. on the east (see attached route map). Two buses operate on 20 <br />minute headways, Monday through Friday, between the hours of 5:45 a.m.-9:45 a.m. and 3:00 <br />p.rn.-8:00 p.m. There are a total of 23 stops along the route with each ride originating and ending <br />at the San Leandro Downtown BART station on San Leandro Boulevard. <br />
