Hollister <br />City Manager <br />jl+ <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MAINTENANCE AGREEMENT WITH CALIFORNIA DEPARTMENT OF <br />TRANSPORTATION (CALTRANS) FOR THE SOUND WALLS ALONG <br />INTERSTATE HIGHWAY 580 (I-580) IN SAN LEANDRO BETWEEN ESTUDILLO <br />AVENUE AND 141 sT AVENUE <br />SUMMARY AND RECOMMENDATION: <br />The I-580 Sound Wall project started nearly 20 years ago and is nearing the construction <br />stage. The California Department of Transportation (Caltrans) requires the City to enter <br />into a Maintenance Agreement for graffiti and landscaping for a small portion of the <br />walls. <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager <br />to enter into a Maintenance Agreement with Caltrans for the sound walls along I-5$0 in <br />San Leandro between Estudillo Avenue and 141st Avenue. <br />BACKGROUND <br />The I-580 Sound Wall project was initiated nearly 20 years ago. Funding shortfalls <br />throughout the project's life have delayed completion. The Alameda County Congestion <br />Management Agency (ACCMA) partnered with Caltrans to expedite the completion of <br />the project by taking over project management, design and construction responsibilities, <br />and arranging for additional funding. The project will install nine sound wall sections <br />from Estudillo Avenue to 141'1 Avenue, totaling 8,100 lineal feet of wall, varying in <br />height from 12 to 16 feet. <br />
