Hollister, City Manager <br />FROM: Luke Sims, Community Development Director <br />BY: Sally Barros, Senior Planner <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />StepY~en L.HoII <br />City Manager <br />MATTER OF PRESENTATION OF THE BAY FRIENDLY LANDSCAPING PROGRAM <br />AND CONSIDERATION OF AN ORDINANCE ADOPTING A NEW CHAPTER 3-22 OF <br />THE SAN LEANDRO MUNICIl'AL CODE REQUIltING STOPWASTE.ORG BAY <br />FRIENDLY LANDCAPING SCORECARD MINIMUM REQUIREMENTS FOR ALL MAJOR <br />LANDSCAPE RENOVATIONS AND NEW PROJECTS VALUED AT OR OVER $100,000 <br />AND COMPRISING OF 2,500 SQUARE FEET OR MORE <br />SUMMARY AND RECOMMENDATION <br />On February 6, 2006, City Council adopted a resolution that endorsed as reference standards for <br />the City of San Leandro several leading publications for commercial and residential green <br />building and sustainable landscaping. The resolution endorsed and promoted the use of the <br />Alameda County Residential Green Building Guidelines, now under the auspices of Build It <br />Green and called GreenPoints (for new home construction, home remodeling and multi-family <br />development), the U.S. Green Building Council LEEDTM rating systems (for new commercial <br />construction and remodeling), and the Bay-Friendly Landscape Guidelines for residential and <br />commercial projects in San Leandro. Direction was also provided to staff to return with an <br />ordinance to mandate the LEEDTM and Bay Friendly Landscaping for City-owned projects. The <br />City Council adopted a Municipal Green Building Ordinance which mandated LEED Silver <br />certification for City buildings in May 2008. <br />The Bay Friendly Landscape Ordinance for civic projects is expected to promote economic and <br />environmental health in the City, through the design, construction, and operation of <br />environmentally superior landscaping for its own facilities. The ordinance will also provide <br />leadership to both the private and public sectors. Bay Friendly landscaping practices will enable <br />the City to reduce its energy and water consumption as well as reduce waste from it landscape <br />maintenance operations. <br />
