IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />ORDINANCE N0.2009-007 (3081) <br />AN ORDINANCE AMENDING THE SAN LEANDRO MUNICIPAL CODE BY ADDING <br />A NEW CHAPTER 3-22 RELATING TO BAY FRIENDLY LANDSCAPING FOR CITY <br />PROJECTS <br />The City Council of the City of San Leandro does ORDAIN as follows: <br />SECTION 1. Title 3 of the San Leandro Municipal Code is hereby amended to add a new <br />Chapter 3-22 to read as follows: <br />"CHAPTER 3-22 BAY FRIENDLY LANDSCAPING REQUIREMENTS FOR <br />CITY PROJECTS <br />ARTICLE 1. GENERAL <br />3-22-100 PURPOSE AND INTENT. The City Council declares the purpose and intent of <br />this Chapter as follows: <br />To promote economic and environmental health in the City, it is essential that the City <br />itself, through the design, construction, and maintenance of its own landscapes and landscapes it <br />funds, provide leadership to both the private and public sectors by incorporating Bay-Friendly <br />landscaping practices. The most immediate and meaningful way to do this is to require the <br />integration ofBay-Friendly landscaping strategies in City landscapes and landscapes that are part <br />ofpublic-private partnership projects. <br />3-22-105 FINDINGS. The City makes the following findings: <br />(a) The City fords that the design, construction, and maintenance of landscapes within <br />the City can have a significant impact on the City's environmental sustainability, resource usage <br />and efficiency, waste management, and the health of the watershed and as well as the health of <br />residents, workers, and visitors to the City. <br />(b) The City fords, based on studies by StopWaste.Org, that plant debris from <br />landscape construction, renovation and maintenance comprises 7% of the materials disposed in <br />Alameda County landfills. <br />(c) The City fords that Bay-Friendly landscape design, construction, operation and <br />maintenance can have a significant positive effect on energy, water and resource efficiency, <br />waste and pollution generation, wildlife habitat, and health of workers and users of the landscape. <br />(d) The City finds that Bay-Friendly landscape design, construction, operation and <br />maintenance contributes to a reduction in greenhouse gas emissions, improves air quality and <br />enhances urban sustainability. <br />(e) The City finds that Bay-Friendly landscaping benefits are spread throughout the <br />systems and features of the landscape, the larger San Francisco Bay Area ecosystem and the <br />community. Bay-Friendly landscaping is a whole systems approach to the design, construction <br />and maintenance of the landscape in order to support the integrity of the San Francisco Bay <br />
