Discussion Regarding LATIP (Local Area Transportation Improvement Program) <br />Keith Cooke introduced Art Dao, Deputy Director of the Alameda County Transportation <br />Improvement Authority who gave a PowerPoint presentation regarding the Local <br />Alternative Transportation Improvement Program (LATIP) and an update on the Central <br />County Freeway Study. He explained that the program replaces the Hayward bypass <br />project with four other projects that run from San Leandro to Union City to Castro <br />Valley. <br />Discussion ensued. Mayor Santos stated his concerns about the soundwall necessity near <br />San Lorenzo High School on I-238. He stated that if the soundwall program was in <br />place, the City could have been competitive. Councilmember Souza stated that the HOV <br />lanes are funded for southbound I-880, but that funding is needed for northbound I-880 <br />from I-238 to 66~' Avenue. <br />Mr. Dao presented the project list slide and stated that it is really a wish list. He asked <br />for the committee's support and stated that ACTIA would like to forward the list to the <br />commission in Sacramento. Mayor Santos stated that he whole heartedly gives his <br />support. Councilmember Souza stated that there is a consensus among the committee <br />members to make a recommendation. <br />
