CITY COUNCIL FINANCE COMMITTEE <br />April 25, 2006 <br />4:00 p.m. — 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(Sister Cities Gallery) <br />HIGHLIGHTS <br />Committee Members: (Chair) Mayor Young, Councilmembers Starosciak and Stephens <br />City Staff Present: City Manager Jermanis, Assistant City Manager Hollister, Finance Director <br />Baloca, Deputy Finance Director Rodriguez, Budget & Compliance <br />Manager Chan, Engineering and Transportation Director Uche Udemezue , <br />City Engineer Ken Joseph, Accountant II Christine Galvin, <br />and Assistant to City Manager Cynthia Battenberg <br />Alameda County Fire: Deputy Chief Sheldon Gilbert and Finance Manager Don Graff <br />Public Present: Marcene Nardine <br />The meeting was called to order at 4:00 p.m. <br />1. Discussion Regarding Proposed FY 2006-07 Capital Improvements <br />Joseph described the procedures for developing the proposed CIP, which includes the following: <br />submission and ranking of project ideas by Department Directors, working with Finance to determine <br />available funding, and working with City Manager's Office to determine priorities and finalize funding <br />sources for each proposed project. Currently, there are 20 Capital Improvement Projects (CIP) listed for <br />FY 2006-07, which are mostly funded by grants and special revenues, and does not include any proposed <br />general fund contribution. <br />Jermanis recognized that the Marina project is seeking plans for a multi-purpose facility, which may <br />include restaurants, boating activities and office space. Federal funding for additional dredging is <br />currently being sought. <br />Starosciak clarified that there is a street enhancement for Fargo Street, and not Beatrice Street.
