Hollister <br />Ciry Manager <br />MATTER OF PARTICIPATION IN THE "CALIFORNIA FIRST" PROGRAM OFFERED BY <br />THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY AND <br />AUTHORIZATION OF TWO GRANT APPLICATIONS TO THE STATE ENERGY <br />PROGRAM FOR Fi.JNDING FOR MUNICIPAL CLEAN ENERGY FINANCING AND <br />RESIDENTIAL RETROFIT PROGRAMS <br />SUMMARY AND RECOMMENDATION <br />Staff requests that City Council consider a resolution approving the City of San Leandro's <br />participation in the CaliforniaFIRST Program, offered by the California Statewide Communities <br />Development Authority (CSCDA or California Communities). CSCDA is a California joint powers <br />authority (JPA), of which the City is already a member. The CaliforniaFIRST program creates a <br />mechanism for property owners to finance renewable energy, energy efficiency, and water <br />efficiency projects. If the City's participation in CaliforniaFIIZST is approved by the City Council, <br />property owner participation will be voluntary. CaliforniaFIRST imposes no substantial financial or <br />administrative burdens on the City, but it expands financing alternatives for both residential and <br />commercial property owners, and by encouraging energy and water efficiency, will help the <br />community reduce its environmental footprint. <br />Staff is also asking City Cow~cil to authorize two outside agencies, Sacramento County and the <br />Association of Bay Area Govenm~ents (ABAG), to apply for grants under the State Energy <br />Program (SEP). Sacramento County is applying for $16.5 million under the SEPI program, to <br />cover administrative and legal costs associated with setting up the municipal financing districts <br />within the 14 participating counties. ABAG is applying fora $10.75 million grant under the SEP2 <br />program, to fiord Retrofit Bay A~^ea, a region-wide energy efficiency program that will retrofit <br />17,000 homes in the nine Bay Area counties. Funds will be allocated on the basis of population of <br />participating cities and counties and administered by Alameda County (SEP1) and StopWaste.Org <br />(SEP2), respectively. If tl~e applications are successful, they could provide substantial energy <br />conservation benefits to the community with a minimal investment of City funds and staff time. <br />Staff recommends that the City Council hold a public hearing and adopt the following <br />resolutions: <br />
