Hollister <br />City Manager <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE 2550 DAMS STREET REMEDIATION PROJECT, PROJECT NO. 09-593-52-248. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the plans and specifications and call for bids for the subject <br />project. <br />BACKGROUND <br />The site is a commercial and industrial property, located on the northern side of Davis Street, <br />west of the Davis Street and Doolittle Drive intersection, adjacent to the Water Pollution <br />Control Plant (WPCP). Available information indicates that from the late 1950s to the present, <br />the site has been occupied by an auto dismantling and resale business. The City filed an <br />Eminent Domain action to acquire a portion of the parcel, in fee, and the Order for Possession <br />took effect on July 8, 2009. In December 2009, the City demolished the structures on the <br />property to clear the site for the expansion of the WPCP. <br />Analysis <br />A phase one and phase two environmental assessment determined that the soil on the site is <br />contaminated. The results of the assessment were forwarded to the Regional Water Quality <br />Control Board (RWQCB) for review. After review, the RWQCB determined that the <br />environmental issues are of low priority and that the City self-monitor the remediation of the <br />site. This project provides for the remediation of the soil by excavation and disposal at a <br />certified landfill. <br />
