Hollister <br />City Manager <br />RESOLUTION APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. 017-N TO <br />ADMINISTERING AGENCY-STATE AGREEMENT NO. 04-5041R TO ACCEPT FEDERAL <br />FUNDS FOR THE BANCROFT AVENUE STREET REHABILITATION PROJECT, <br />PROJECT NO. 150-38-319, FEDERAL-AID PROJECT NO. ESPL-5041 (035). <br />The project will utilize the cost savings from the first round of funding through the American <br />Recovery and Reinvestment Act of 2009 (ARRA) to reconstruct the pavement section on <br />Bancroft Avenue from 138th Avenue to 148th Avenue. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding and obligates the City to complete the <br />project. <br />BACKGROUND <br />In early 2009, President Obama signed into law the Federal American Recovery and <br />Reinvestment Act (ARRA). The ARRA contained approximately $49 billion in transportation <br />funding, with $27 billion for roads. <br />The City of San Leandro received $1,338,000 during the first round of ARRA funding <br />programmed for Alameda County to reconstruct portions of Washington Avenue and Aladdin <br />Avenue. The bids for the project came in much lower than anticipated due to a favorable bidding <br />market, which resulted in a savings of $308,115. <br />The Alameda County Congestion Management Agency (ACCMA) worked with the <br />Metropolitan Transportation Commission (MTC) to create the ARRA Cost Savings Plan (Plan) <br />
