Hollister <br />City Manager <br />BY: Ken Joseph, City Enginee <br />Engineering and Transpo ation Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND FILE FINANCING <br />AGREEMENT WITH THE STATE WATER RESOURCES CONTROL BOARD (SWRCB) <br />FOR THE WATER POLLUTION CONTROL PLANT (WPCP) REHABILITATION <br />PROJECT; PROJECT NO. 593-52-239. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council authorize the City Manager to sign and file a financial <br />assistance application with State Water Resources Control Board (SWRCB) for a financing <br />agreement for the construction of the Water Pollution Control Plant (WPCP) Rehabilitation <br />project. <br />BACKGROUND <br />The City has owned and operated the subject sewage treatment facility since 1939, located at <br />3000 Davis Street. The facility was designed to treat 7.6 MGD (million gallons per day - <br />average dry weather flow) and 22.5 MGD (million gallons per day -average wet weather flow). <br />Over the years several minor modifications have been done. However, recent studies of the <br />facility indicate a series of deficiencies, which cannot continue to be repaired through the on- <br />going piecemeal process. Deficiencies at the plant must be corrected immediately to avoid <br />penalties from environmental monitoring agencies and to protect the health of both the citizens <br />and the WPCP workers. <br />City staff submitted an American Recovery and Reinvestment Act (ARRA) funding request for <br />this facility and other City sewer infrastructure to the State Water Resources Control Board <br />(SWRCB). Unfortunately, our application was not approved. At the advice of the SWRCB, <br />staff will apply for a Clean Water State Revolving Fund (SRF) Loan if Council approves this <br />action. <br />
