APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: July 6, 2010 <br />TO: Stephen Hollister, City Manager <br />FROM: Michael Bakaldin, Public Works Director M~ <br />VIA: Jennifer Nassab, Administrative Analyst <br />BY: Liz Jimenez, Solid Waste and Recycling Specialist <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />Stephen Hollister <br />City Manager <br />RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE <br />DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY FOR USED OIL <br />PAYMENT PROGRAM FUNDS <br />SUMMARY AND RECOMMENDATION <br />Pursuant to the California Oil Recycling Enhancement Act, the Department of Resources <br />Recycling and Recovery (CalRecycle) is required to distribute funds to eligible jurisdictions for <br />establishing local collection programs that encourage recycling of used oil. <br />Staff recommends that the City Council approve the attached resolution which will allow the <br />City to apply for future Used Oil Payment Program funds. The resolution designates the Public <br />Works Director as the authority to implement the requirements specified in the grant. <br />BACKGROUND <br />CalRecycle promotes the recycling of used motor oil and filters through a Statewide Grant <br />program. The City has four certified used oil collection centers: Jiffy Lube, Oil Changers, Pep <br />Boys and Kragen Auto Parts. Grant funds from the previous Block Grants have been spent on <br />filter bags and oil jugs for City residents, in-store hang tags, school assemblies and a County- <br />wide media campaign with bilingual advertising on television, radio, newspapers, BART posters, <br />and bus signs.
