MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> JANUARY 12, 1996 <br /> 1. CALL TO ORDER <br /> 2. ROLL CALL <br /> PRESENT: Council Members Galvan, Kerr, Loeffler, Myers, Perry, Polvorosa; <br /> Mayor Corbett <br /> ABSENT: None <br /> 3. PUBLIC COMMENTS <br /> Public Comments will be limited to the subject of the Special Meeting. <br /> A. Vera Ayres, 381 Melven Court, said forming a committee is not <br /> necessary. She said the newspaper said the City Council rubber - stamps <br /> critical issues which involve large expenditures. She said the City <br /> Council should listen to the public and act on the public's desires, <br /> not do what staff tells them to do. <br /> B. Joel DeWitt, 1458 - 138th Avenue, said the City Council has many strong <br /> personalities and goals. He said they should look at the big picture <br /> instead of biases which create a new set of problems. He said a <br /> committee will end up being another rubber stamp. He said a truly <br /> independent organization can accomplish something. <br /> C. Dana Johnson, 343 Farrelly Drive, said the City Manager is a <br /> thoroughbred and no one ever pulls in the reins. He said there should <br /> be a committee between the Council and the City Manager. He said the <br /> leadership of the Council is at question. He said there does not need <br /> to be a committee; the Council was elected to be leaders and take <br /> charge. <br /> D. Val Gill, 474 Dolores Avenue, said a committee is necessary due to the <br /> two -term limit. He said the majority of things approved by the Council <br /> were requested by the public. He suggested training for new Council <br /> Members on the Council concept, duties, relationship with the City <br /> Manager and staff, etc. He said a committee of well- representing <br /> people in the community could help by offering advice and training new <br /> Council Members. He said new Council Members must operate a $63 <br /> million budget with no experience. <br /> E. Lou Filipovich, 15376 Laverne Drive, spoke as a voter and taxpayer <br /> advocate. He said he could not speak until after hearing the <br /> discussion. <br />
