ROLL CALL <br /> PRESENT: Council Members Galvan, Kerr, Loeffler, Myers, Perry, Polvorosa; <br /> Mayor Corbett <br /> ABSENT: None <br /> 4. NEW BUSINESS <br /> A. Matter of Possible Diversion of City ISTEA Funds by the Congestion <br /> Management Agency for Use on State Route 1 -238. (1219) <br /> The City Council directed Vice Mayor Kerr, the City's Representative to <br /> the Alameda County Congestion Management Agency, to vote to approve the <br /> use of approximately $500,000 in ISTEA Guarantee Funds in Federal Fiscal <br /> Years 1997 -1998 and 1998 -1999 for the design of the auxiliary lanes on <br /> I -238; proposed that the CMA allocate the ISTEA Guarantee Funds among <br /> the jurisdictions of Alameda County, as recommended in the staff report <br /> dated March 26, 1996, summarized below: <br /> a. $50,000 "off the top" of the Planning Area 2 Guarantee Funds, <br /> b. 50% of the remainder (about $450,000) of these funds from Planning <br /> Area 2, <br /> c. 30% of the remainder from Planning Area 1, <br /> d. 10% of the remainder from Planning Area 3, <br /> e. 10% of the remainder from Planning Area 4; <br /> and further recommended that the CMA Board resolve that no additional <br /> ISTEA Guarantee Funds are to be used beyond the amount to be programmed <br /> for preparation of plans, specifications and estimates (PS &E); and <br /> recommended that the CMA aggressively seek appropriate changes in the <br /> ISTEA scoring criteria for projects such as I -238 so that construction <br /> of this project will score well enough to secure ISTEA Competitive Funds <br /> in Federal Fiscal Years 1999 -2000 and 2000 -2001. <br />
