IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 99- 07 (2100/1413) <br /> AN ORDINANCE REPEALING AND REENACTING <br /> TITLE VII, CHAPTER 9, OF THE <br /> SAN LEANDRO MUNICIPAL CODE RELATING TO <br /> FLOODPLAIN MANAGEMENT <br /> The City Council of the City of San Leandro does ORDAIN as follows: <br /> Section 1. The City Council finds that the City of San Leandro is a participant in <br /> the National Flood Insurance Program administered by the Federal Emergency <br /> Management Agency and that the City's floodplain management ordinance must be <br /> updated to reflect changes in the National Flood Insurance Program. <br /> Section 2. Title VII, Chapter 9 of the San Leandro Municipal Code is hereby <br /> repealed. <br /> Section 3. Title VII, Chapter 9 of the San Leandro Municipal Code is hereby <br /> enacted as follows: <br /> ARTICLE 1. FINDINGS OF FACT, PURPOSE, METHODS <br /> Section 7 -9 -100: FINDINGS OF FACT. The flood hazard areas of the City of San <br /> Leandro are subject to periodic inundation which results in loss of life and property, <br /> health and safety hazards, disruption of commerce and governmental services, <br /> extraordinary public expenditures for flood protection and relief, and impairment of <br /> the tax base, all of which adversely affect the public health, safety and general <br /> welfare. <br /> These flood losses are caused by uses that are inadequately elevated, <br /> floodproofed or protected from flood damage. The cumulative effect of obstructions <br /> in areas of special flood hazards which increase flood heights and velocities also <br /> contribute to the flood Toss. <br /> Section 7 -9 -105: STATEMENT OF PURPOSE. It is the purpose of this Chapter to <br /> promote the public health, safety, and general welfare, and to minimize public and <br /> private losses clue to flood conditions in specific areas by provisions designed: <br /> To protect human life and health; <br /> 1 <br />
