IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO ORDINANCE NO. 99- 07 (2100/1413) AN ORDINANCE REPEALING AND REENACTING TITLE VII, CHAPTER 9, OF THE SAN LEANDRO MUNICIPAL CODE RELATING TO FLOODPLAIN MANAGEMENT The City Council of the City of San Leandro does ORDAIN as follows: Section 1. The City Council finds that the City of San Leandro is a participant in the National Flood Insurance Program administered by the Federal Emergency Management Agency and that the City's floodplain management ordinance must be updated to reflect changes in the National Flood Insurance Program. Section 2. Title VII, Chapter 9 of the San Leandro Municipal Code is hereby repealed. Section 3. Title VII, Chapter 9 of the San Leandro Municipal Code is hereby enacted as follows: ARTICLE 1. FINDINGS OF FACT, PURPOSE, METHODS Section 7 -9 -100: FINDINGS OF FACT. The flood hazard areas of the City of San Leandro are subject to periodic inundation which results in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare. These flood losses are caused by uses that are inadequately elevated, floodproofed or protected from flood damage. The cumulative effect of obstructions in areas of special flood hazards which increase flood heights and velocities also contribute to the flood Toss. Section 7 -9 -105: STATEMENT OF PURPOSE.
