IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 96 -03 (2643/1076) <br /> AN ORDINANCE ADDING CHAPTER12 TO TITLE 11 OF THE SAN LEANDRO <br /> MUNICIPAL CODE RELATING TO THE UNREINFORCED MASONRY WALL <br /> BUILDINGS ORDINANCE COMPLIANCE ASSESSMENT DISTRICT AND MAKING <br /> THIS MATTER AN URGENCY MEASURE TO TAKE EFFECT IMMEDIATELY <br /> PURSUANT TO SECTION 1 -1 -345 (C) OF THE SAN LEANDRO MUNICIPAL CODE <br /> BECAUSE IT RELATES TO PUBLIC IMPROVEMENT PROCEEDINGS <br /> The City Council of the City of San Leandro does ORDAIN as follows: <br /> Section 1. FINDINGS AND DECLARATIONS. <br /> The City Council finds and declares that it is in the public interest to finance property <br /> related improvements; facilities and services through the imposition of an assessment upon <br /> property which benefits from those improvements, facilities and services. Such assessments <br /> imposed for the purpose of providing new or maintaining existing public and private <br /> improvements, facilities and services which benefit individual properties are not taxes for the <br /> general benefit of the city, but are assessments for improvements, facilities and services which <br /> confer special benefits upon the properties to which the improvements, facilities and services <br /> are provided. The City Council further finds and declares that public and private <br /> improvements, facilities and services so constructed, installed, maintained or provided will <br /> specially benefit properties assessed in the following respects: <br /> a) Protect of views, scenery, landscaping, and other resources. <br /> b) Increased economic activity and expanded employment opportunities. <br /> c) Reduced cost of local government in areas of law enforcement, fire <br /> prevention, disaster response and public health care. <br /> d) Increased property values. <br /> Section 2. Chapter 12 is hereby added to Title 1I of the San Leandro Municipal Code to <br /> read as follows: <br /> TITLE II REVENUE <br /> Chapter 13 Unreinforced Masonry Wall Buildings Ordinance Compliance Assessment <br /> District <br /> • <br />
