r. • <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 96- 012 (2603/1413) <br /> AN ORDINANCE ADDING ARTICLE 4 TO CHAPTER 14 <br /> OF TITLE IV OF THE SAN LEANDRO MUNICIPAL CODE <br /> ESTABLISHING A REQUIREMENT FOR <br /> CERTIFICATION OF EMPLOYEES OF FIREARMS <br /> DEALERS IN THE CITY OF SAN LEANDRO <br /> Recitals <br /> WHEREAS, the widespread availability of illegally obtained firearms has <br /> resulted in a rise in the number of shooting incidents, especially those involving <br /> minors; and <br /> WHEREAS, the police department has found that firearms used in violent <br /> crimes are often obtained through illegal sales within the City; and <br /> WHEREAS, the employees of firearms dealers have access to firearms and <br /> possess the ability to conduct an illegal sale of firearms; and <br /> WHEREAS, because of this access and ability, employees of firearms dealers <br /> should be subject to background checks and certifications so that any person with <br /> illegal motives will be discouraged from applying for, and barred from working for a <br /> firearms dealer. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does <br /> ORDAIN as follows: <br /> Section 1. The San Leandro Municipal Code, Article 4 to Chapter 14 <br /> of Title IV, is added to read as follows: <br /> "ARTICLE 4. CERTIFICATION REQUIREMENTS FOR EMPLOYEES OF <br /> FIREARMS DEALERS. <br /> Section 4 -14 -400: DEFINITIONS. The following words and phrases, whenever <br /> used in this Article, shall be construed as defined in this section: <br />
