Hollister <br />City Manager <br />RESOLUTION APPROVING THE NON - PROFESSIONAL SERVICES AGREEMENT WITH <br />TERRA RENEWAL SERVICES, INC., FOR THE HAULING AND DISPOSAL OF 2,400 <br />TONS OF BIOSOLIDS <br />SUMMARY AND RECOMMENDATION <br />Each year, the Water Pollution Control Plant (WPCP) produces approximately 1,200 tons of <br />biosolids that according to federal regulations cannot be stored on site for more than two years. <br />With a favorable bid, WPCP staff is recommending that last year's and this year's production be <br />hauled off at one time. <br />BACKGROUND <br />The Water Pollution Control Plant has a long history of producing "Class A Exceptional <br />Quality" biosolids. Chapter 40, Part 503 of the Code of Federal Regulations dictates the <br />handling of the Water Pollution Control Plant's biosolids. These regulations limit the amount of <br />time the biosolids may remain on site, so the material is typically hauled away each year. This <br />year, two bidders competed and the winning bid from Terra Renewal Services came in at <br />$29.48/ton. Terra Renewal will haul the Class A biosolids to Merced County where they will be <br />land - applied as a soil amendment. <br />Fiscal Impact <br />The hauling and disposal of the biosolids is budgeted in the Water Pollution Control Enterprise <br />Fund and will cost no more than $70,752.00. <br />Budget Authority <br />Adequate funds were budgeted in Account No. 593 -51- 002 -5190. <br />VW <br />Tracy Vesely, Finan 6 Director <br />
