Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportatio epartment <br /> BY: Kenneth Joseph, City Engineer � <br /> Engineering and Transportation Deraftment <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH NINYO <br /> & MOORE RELATING TO THE EAST 14 STREET /HESPERIAN BOULEVARD/150 <br /> • <br /> AVENUE INTERSECTION IMPROVEMENT PROJECT, PROJECT NO. 144 -39 -001. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of a contractual services agreement with Ninyo & Moore in the <br /> amount of $81,600 to provide consultant services related to soil remediation at 14901 East I4 <br /> Street for the subject project. <br /> BACKGROUND <br /> This subject project is designed to reduce traffic congestion and improve level of service (LOS) <br /> through various improvements at the intersection. Work will include: 1) dual eastbound left turn <br /> lanes on East 14 Street at 150 Avenue; 2) a dedicated southbound left turn lane on Bancroft <br /> Avenue at East 14 Street; and 3) dual northbound left turn lanes on Hesperian Boulevard at East <br /> 14' Street. The project was included in the San Leandro Redevelopment Agency 2004 -2009 <br /> Implementation Plan and the 2007 Mid -term review. The project is partially funded by the <br /> Alameda County Transportation Authority (ACTIA) Measure B half -cent tax reauthorization <br /> program. <br /> The property located on 14901 East 14 Street, currently Quality Tune -up Shop, is a former gas <br /> station with contaminated soil. The Redevelopment Agency acquired the site in 2009 for this <br /> project. However, the State Clean Water Resources Board requires cleanup of the contaminated <br /> soil. The former property owner acknowledged responsibility for the cleanup, and the purchase <br /> contract included language dealing with this issue. Successful implementation of the site cleanup <br /> will provide the former property owner access to the State's Underground Storage Tank funds to <br /> reimburse her for cleanup costs. <br />
