Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Directo1 <br /> Engineering and Transportation epartment <br /> BY: Kenneth Joseph City Engineer <br /> Engineering and Transportation Department <br /> SU13.JECT I'ROJ ECT/PROJ ECT DESCRIPTION: <br /> RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A SUPPLEMENTAL <br /> AGREEMENT WITH UNION PACIFIC RAILROAD COMPANY (UPRR) TO DOCUMENT <br /> AN EXISTING SANITARY SEWER PIPELINE CROSSING RAILROAD RIGHT OF WAY. <br /> SUMMARY AND RECOMMENDATION • <br /> Staff recommends that the City Council authorize the City Manager to execute a Supplemental <br /> Agreement with Union Pacific Railroad Company (UPRR) to document an existing sanitary <br /> sewer pipeline crossing in the UPRR right of way. <br /> BACKGROUND <br /> Circa 1938, the City extended the Franklin Street sewer line beneath Southern Pacific's (now <br /> UPRR) railroad tracks, across San Leandro Creek, then along Preda and Davis Streets to the <br /> Water Pollution Control Plant. To accommodate increased sewer volume, a second parallel <br /> sewer pipeline was installed across railroad property in 1973. <br /> A search of City records produced an agreement between the railroad and the City for the 1973 <br /> crossing; however documentation for the 1938 crossing was not found. UPRR was also unable <br /> to produce documentation concerning the initial crossing. <br /> Analvsis <br /> This Supplemental Agreement updates records by documenting the existence of the sanitary <br /> sewer pipeline crossing, which will allow for improvements, updates and maintenance of the <br /> facility. <br /> • <br />
