IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011 <br /> RESOLUTION ADOPTING THE 2010 BICYCLE AND PEDESTRIAN MASTER PLAN <br /> Recitals <br /> WHEREAS, the City's Bicycle and Pedestrian Master Plan must be updated every three <br /> to five years to qualify for many of the bicycle and pedestrian grant funding programs; and <br /> WHEREAS, the current Bicycle and Pedestrian Master Plan was adopted in 2004; and <br /> WHEREAS, the City Council appointed a sixteen -member citizen -based committee <br /> (Bicycle and Pedestrian Advisory Committee) to guide the development of the 2010 Bicycle and <br /> Pedestrian Master Plan; and <br /> WHEREAS, the Bicycle and Pedestrian Advisory Committee conducted five public <br /> meetings between January and September 2010 to receive public comment and input and to <br /> review the Draft 2010 Bicycle and Pedestrian Master Plan; and <br /> WHEREAS, the 2010 Bicycle and Pedestrian Master Plan provides goals and policies <br /> related to the development of bicycle and pedestrian programs and facilities and identifies <br /> projects and project areas; and <br /> WHEREAS, the Planning Commission conducted a public hearing on the draft Master <br /> Plan and recommended approval of the 2010 Bicycle and Pedestrian Master Plan to the City <br /> Council; and <br /> WHEREAS, this 2010 Bicycle and Pedestrian Master Plan will replace the existing <br /> Bicycle and Pedestrian Master Plan, which is part of the Circulation Element of the San Leandro <br /> General Plan; and <br /> WHEREAS, the 2010 Bicycle and Pedestrian Master Plan is wholly consistent with the <br /> San Leandro General Plan; and <br /> WHEREAS, the project has statutory exemption from the California Environmental <br /> Quality Act (CEQA) per California Public Resources Code Section 21083.3 (b) and CEQA <br /> Guideline Section 15183. Projects "Consistent with Community Plan or Zoning "; and <br /> WHEREAS, the Bicycle and Pedestrian Master Plan is being updated pursuant to <br /> previously approved General Plan and Climate Action Plan policies and the General Plan's <br /> certified Environmental Impact Report (EIR). <br />
