IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011 <br /> RESOLUTION APPROVING THE ESTABLISHMENT OF A BICYCLE AND PEDESTRIAN <br /> ADVISORY COMMITTEE <br /> WHEREAS, bicycle and pedestrian travel are tangible symbols of the concept of a <br /> sustainable community as they enhance local environmental quality through the reduction of <br /> traffic congestion, vehicle exhaust emissions, noise and energy consumption; and <br /> WHEREAS, to maximize the use of bicycle and pedestrian travel, it is essential that <br /> planning for these modes be integrated in all City transportation improvement projects whenever <br /> feasible; and <br /> WHEREAS, a consistent and systematic review process must be followed to ensure that <br /> bicycle /pedestrian issues are addressed and options developed in a timely fashion for network <br /> expansion. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does resolve as <br /> follows: <br /> SECTION 1: Establishing the permanent Bicycle and Pedestrian Advisory Committee. <br /> SECTION 2: The Bicycle and Pedestrian Advisory Committee will consist of eleven (11) <br /> members. There will be no age limit for the BPAC members and at least one member will <br /> represent each Council District. The selected members shall represent both bicyclist and <br /> pedestrian issues and be approved by the City Council. <br /> SECTION 3: The Bicycle and Pedestrian Advisory Committee. Committee shall advise staff <br /> and the Council on matters related to the status and condition of bicycles and pedestrians within <br /> the city. In discharge of this responsibility, the Committee shall: <br /> (a) Advise staff and the Council on the development and updates of the Transportation <br /> Element of the General Plan and the Bicycle and Pedestrian Master Plan; <br /> (b) Provide citizen oversight on the implementation of San Leandro Bicycle and <br /> Pedestrian Master plans; <br /> (c) Recommend project development funding and priorities; <br /> (d) Assist staff in reviewing implementation plans; <br /> (e) Participate in educational efforts; <br /> (f) Provide comments on pending legislation affecting bicycle and pedestrian travel <br /> within the City. <br /> SECTION 4: The City Council hereby authorizes the Director of the Engineering and <br /> Transportation Department (or his designee) to develop rules and procedures and administer the <br /> Bicycle and Pedestrian Advisory Committee pursuant to the intent of this Resolution. <br />
