To date, the <br /> Redevelopment Agency has acquired four of the seven parcels and entered into an Exclusive <br /> Negotiating Rights Agreement with Innisfree Ventures II for development. This report contains <br /> an overview of the acquisition history, prospects for inclusion of the remaining parcels, and an <br /> estimated schedule for future progress. <br /> BACKGROUND <br /> In 2002, the block bounded by Davis Street, Hays Street, and East 14 Street ("the Site ") was <br /> identified by the City Council as a strategic opportunity to develop one of the last remaining sites <br /> in downtown and create a stronger connection between the downtown and the civic center. The <br /> intersection of Davis and East 14 Streets serves as "Main and Main" in Downtown San <br /> Leandro. City Hall, two live community theaters, historic Casa Peralta and the San Leandro <br /> History Museum, the Main Library and Dave Karp Meeting Facility. and the Regency -owned <br /> San Leandro Plaza, anchored by CVS and Safeway, are all within three blocks of this <br /> intersection. This comer is also within easy walking distance of the San Leandro BART station <br /> and easily accessible from both 1 -580 and 1 -880. The Site totals roughly 1.5 acres excluding the <br /> Hays Street right -of -way. <br /> In June 2004 the Agency hired MVE Partners, an architectural firm, to explore the development <br /> capacity of the block and create conceptual design renderings of the site. Those plans envisioned <br /> a mixed -use project with ground floor retail and residential condominiums on the upper floors. <br /> The renderings were based on the assumption that the entire block would be available for <br /> development, and that Hays Street would be abandoned, allowing development to take place <br /> closer to the creek. <br />
