CITY OF SAN LEANDRO
APPROVED AND
STAFF REPORT FORWARDED
TO CITY COUNCIL
DATE: March 21, 2011
tephen L. Hollister
TO: Stephen L. Hollister, City Manager City Manager
FROM: Sandra R. Spagnoli, Chief of Police
Police Department
BY: Jim Lemmon, Police Lieutenant
Traffic Division, Police Department
SUBJECT PROJECT /PROJECT DESCRIPTION:
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH REDFLEX TRAFFIC SYSTEMS FOR THE RENEWAL OF THE RED LIGHT PHOTO
ENFORCEMENT PROGRAM
SUMMARY AND RECOMMENDATION
On September 13, 2005 the City of San Leandro entered into an agreement with Redflex Traffic
Systems, Inc, for a Red Light Photo Enforcement Program to be administered at six (6) different
approaches throughout the city. The contract was for a period of five (5) years and expired on
December 12, 2010. Since the expiration of the contract the program has continued through an
extension agreement that was signed by the City Manager on December 9, 2010 and again on
February 10, 2011. The extension agreement expires April 12, 2011.
It is recommended that the City Council authorize the City Manager to execute a renewal of the
contract with Redflex Traffic Systems to continue the Red Light Photo Enforcement Program at
five (5) approaches through December 31, 2018.
BACKGROUND
Analysis
Statistical data provided by the City of San Leandro Traffic Engineering Department has shown
a decrease in the number of collisions since the implementation of the program at these
intersection approaches. Red light violations directly affect the quality of life in our community
and create a serious danger to the motoring public and law enforcement officers. While the San
Leandro Police Department diligently endeavors to make the streets safe, a Red Light Camera
Program provides 24 -hour, 7- days -a -week enforcement in an effort to reduce violations and
collisions.
Current City Council Policy
Not applicable.
