Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportation D partment <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND CALLING FOR <br /> BIDS FOR THE ANNUAL STREET SEALING 2010 -11 PROJECT, PROJECT NO. 10 -144- <br /> 38 -323. <br /> SUMMARY AND RECOMMENDATION <br /> This project provides for the application of slurry seal or asphalt rubber cape seal on various <br /> streets in San Leandro. The current program will concentrate primarily in the 2011 Asphalt <br /> Maintenance Area. <br /> Staff recommends approval of the plans and specifications and calling for bids for the subject <br /> project. <br /> BACKGROUND <br /> City staff conducts an annual pavement condition survey using our Pavement Maintenance <br /> System to establish the condition of City streets. Based on this survey, various City streets are <br /> recommended for one of three maintenance treatments: reconstruction, overlay or sealing. <br /> Sealing is the recommended treatment for streets in fairly good condition to rejuvenate and <br /> prolong the life of the pavement. Sealing can be done in a number of ways including: slurry <br /> seal; microsurfacing; asphalt rubber cape seal; or asphalt rubber double chip seal. <br /> The City of San Leandro is divided into four Asphalt Maintenance Areas, which allows <br /> Engineering and Transportation and Public Works Services staff to coordinate their activities to <br /> ensure an efficient use of resources to maintain City streets. The streets scheduled for this <br /> project are primarily in the 2011 Asphalt Maintenance Area (see attached map). Some streets <br /> outside of this maintenance area that will benefit from the rubber cape seal treatment in lieu of <br /> more expensive reconstruction work have also been included in this project. <br />
