Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportation artment <br /> BY: Kenneth Joseph, City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br /> FOR THE 2660 EDEN ROAD REMEDIATION PROJECT, PROJECT NO. 10- 593 -52 -249. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of the plans and specifications and call for bids for the subject <br /> project. <br /> BACKGROUND <br /> The site is a vacant lot located in the industrial section of the city, adjacent to the Water <br /> Pollution Control Plant (WPCP). In 2006, the City purchased the property for the rehabilitation <br /> of the WPCP. The property is approximately 450 feet by 120 feet. The site was used for <br /> storage of stockpiled soil and prior to 1989, an automobile wrecking yard operated there. <br /> The stockpiled soil was removed in February. Environmental requirements demanded that the <br /> ground be retested once the soil was removed. The test of the remaining soil revealed that the <br /> soil is contaminated and requires remediation. <br /> Analysis <br /> SOMA Environmental Engineering completed the soil characterization and site remediation <br /> plans, which is a requirement prior to reusing the site. The results of the soil test and <br /> remediation plan were forwarded to the Regional Water Quality Control Board (RWQCB) for <br /> review and approval. <br /> This project provides for the remediation of the soil by excavation and disposal of identified <br /> contaminated soil to a certified landfill. The project also involves replacing the removed soil <br /> with clean soil. <br />
