Hollister <br />City Manager <br />BY: Kenneth Joseph, City Enginee <br />Engineering and Transportati Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE 14901 EAST 14 STREET REMEDIATION PROJECT, PROJECT NO. 11- 962 -39- <br />022. <br />SUMMARY AND RECOMMENDATION <br />The subject project will remediate the contaminated soil in preparation of the site for <br />construction of the intersection improvements. <br />Staff recommends approval of plans and specifications and call for bids for the subject project. <br />BACKGROUND <br />In 1997, the City identified the intersection of East 14 Street/Hesperian Boulevard/150 <br />Avenue, known as "The Triangle ", as an area requiring improvement to reduce traffic congestion <br />and improve safety. In 2002, this project was approved as part of the Alameda County <br />Transportation Improvement Authority (ACTIA) Measure B 1/2 -cent tax reauthorization <br />program. The primary improvements will include: 1) widen East 14 Street at 150 Avenue to <br />add an additional eastbound left turn lane; 2) add a dedicated southbound left turn lane on <br />Bancroft Avenue at East 14 Street; and 3) install dual northbound left turn lanes on Hesper:an <br />Boulevard at East 14 Street. Property acquisition was required to accommodate the required <br />improvements and the City acquired the subject property in 2009. <br />Analysis <br />Various businesses have resided on this site, including a laundry service and a gas station, and is <br />currently a Quality Tune -up shop. During the property acquisition, the City conducted an <br />environmental review to determine if any ground clean up was necessary due to the property's <br />former uses.
