Chen, P.E., Senior Transportation Engineer L G Engineering and Transportation Department SUBJECT/PROJECT DESCRIPTION: RESOLUTION AMENDING TITLE 8, CHAPTER 7, SECTIONS 8.7.105 AND 8.7.110 OF THE SAN LEANDRO ADMINISTRATIVE CODE, AMENDING GUIDELINES FOR A NEIGHBORHOOD TRAFFIC CALMING PROGRAM. SUMMAY AND RECOMMENDATION: Staff recommends that the City Council adopt a resolution amending the minimum criteria for qualification for the Neighborhood Traffic Calming Program (NTCP) to include portions of collectors that are more predominately residential. General Plan Residential Roadway Classifications: The Transportation Element of the General Plan includes two classifications of residential roadways: local residential and residential collector. Additionally, roadways classified as collectors that are predominately commercial may also include portions of residential zones. An example is West Juana from East 14 Street to Bancroft Avenue. West Juana is primarily commercial from East 14 Street to Santa Rosa Street; however, from Santa Rosa Street to Bancroft Avenue it is residential. Past and Current Traffic Calming Efforts: The City of San Leandro receives numerous requests, complaints and suggestions from residents concerning speeding and cut - through traffic on residential roadways. In 1997, the City Council approved the Speed Hump Program to address the issue of excessive speeding in residential neighborhoods. Although the Speed Hump Program has been successful in certain applications, it is not a cure -all. The use of speed humps to resolve
