Continued Discussion Regarding the Instrument Landing System at North Field <br /> City Manager John Jermanis gave an overview of the need for an addendum to the 2000 <br /> Settlement Agreement between the City and the Port of Oakland. The Port of Oakland has <br /> proposed the addition of a second instrument landing system, which has given the City the <br /> opportunity to ask for additional concessions and changes to the existing agreement. He <br /> reviewed point -by -point a summary of the addendum elements. <br /> Committee Member Nardine questioned whether or not item 7, which refers to the San <br /> Leandro Runway Policy, could be amended to include cargo aircraft. Regarding item 10, she <br /> asked if the language could include more areas than just Neptune Drive. <br /> Committee Member Santos commented on item 4 regarding the Preferential Runway Use <br /> Agreement. He asked if the phrase "whenever possible" could be changed to stronger <br /> language. Emphasis needs to be places on using Runway 27L. <br /> The City Manager replied that he would renegotiate these three points with the Port and bring <br /> the agreement to the full City Council. <br />
