City Council Airport Issues Committee
July 12, 2001 Meeting Highlights
Committee Members: Shelia Young, Surlene Grant, Tony Santos
Called to order at 3:10 p.m.
5 audience members present
Update Regarding Oakland Airport South Field Runway Repaving Project
• Stan Kopacz, Airport Operations Manager, provided an update on the repaving
project. It is scheduled to begin at 9:00 p.m. on Saturday, August 11 and last for
10 days. DeSilva Gates is the contractor. Most of the heavy -duty paving will be
done in a 5 -day period.
• Karen Stevenson from the Port of Oakland spoke on the airline ticket discount
program and how it was advertised to the eligible neighborhoods. To the
knowledge of the Port, no other airport has ever offered this kind of program to
area neighborhoods during a construction project. Southwest Airlines contributed
the largest number of ticket vouchers.
• Committee Member Santos asked about public service announcements. He is
interested in knowing how many residents took advantage of the offers.
• Additional discussion was had about the 24 -hour hotline phone that will be staffed
for complaints, and about penalties the contractor will face if the project is not
finished on time.
• Committee Member Young expressed disappointment in the Port's efforts to reach
out to neighborhoods. She believes the Port sould have set aside funds to be used
for a flight discount program to demonstrate how cognizant it is of its neighbors.
She asked if something more could be developed before the project begins.
• Committee Member Santos echoed those concerns and wanted to know if the Port
had done any outreach to people with health problems or those who are
homebound.
• Committee Member Grant expressed interest in seeing more outreach to
neighborhoods through homeowner association newsletters, the San Leandro
Times, plus the City's website and cable TV channel.
• Wafaa Aborashed of the Davis West Neighborhood Group reminded the Port that
she was the first to suggest a monetary discount. She had thought the Port would
111011 have been part of that discount program. The objective was to benefit the families
in the impacted neighborhoods.
