Provisions are also included for suspending the driveway replacement program <br />when funding is not available for its implementation. <br />Staff recommends approval of the amendment to Administrative Code, Title 8, Chapter 5. <br />BACKGROUND <br />A driveway approach is that portion of a property's driveway within the public right -of -way <br />from the gutter to the back of the sidewalk/private property line. Construction and repair of the <br />approach is the responsibility of the property owner. The City maintains engineering standards <br />for the construction of these approaches and over the years there have been numerous revisions <br />to these standards. Driveway standards have changed, in part, in response to vehicle ground <br />clearance reductions over the years. These differing standards can be seen in the neighborhoods <br />throughout the city. <br />In the 1970's and 1980's many streets were paved with a process that overlaid the existing street. <br />This process added asphalt to the gutter, improving access to the older, steeper driveways <br />unintentionally. However, concrete gutters provide drainage, and the addition of asphalt <br />interrupts drainage to the storm drain systems. As these streets are now reconstructed, this <br />additional asphalt is removed, returning the driveway approaches to their original steep <br />condition. <br />Lianne Marshall <br />Interim City Manager <br />
