FOR THE 14901 EAST 14 STREET REMEDIATION PROJECT, PROJECT NO. 11- <br />962 -39 -022. <br />SUMMARY AND RECOMMENDATION <br />The subject project will remediate the contaminated soil in preparation of the site for <br />construction of the intersection improvements. Staff recommends award of contract to the low <br />bidder, Dillard Trucking, Inc. in the amount of $175,417.65 for the subject project. <br />BACKGROUND <br />In 1997, the City identified the intersection of East 14 Street /Hesperian Boulevard/150 <br />Avenue, known as "The Triangle ", as an area requiring improvement to reduce traffic congestion <br />and improve safety. In 2002, this project was approved as part of the Alameda County <br />Transportation Improvement Authority (ACTIA) Measure B 1/2-cent tax reauthorization <br />program. The primary improvements will include: 1) widening East 14 Street at 150 Avenue <br />to add an additional eastbound left turn lane; 2) adding a dedicated southbound left turn lane on <br />Bancroft Avenue at East 14 Street; and 3) installing dual northbound left turn lanes on <br />Hesperian Boulevard at East 14 Street. <br />Additional right of way is required to perform these improvements. In 2009, the former gas <br />station located at 14901 East 10 Street, currently operating as a Quality Tune -up Shop, was <br />acquired by the Redevelopment Agency. Various businesses have resided on this site, including <br />a laundry service and a gas station, and currently a Quality Tune -up shop. During the property <br />acquisition, the City conducted an environmental review to determine if any ground clean up was <br />necessary due to the property's former and current uses. Based on the findings, it is required that <br />the contaminated soil present on site be remediated prior to the City constructing the proposed <br />improvements. The remediation is mandated by the State Clean Water Board, with the Alameda <br />
